The usual arrangement looks like ownership until you try to leave. The domain sits in the agency's registrar account. The site is a theme on a platform with a monthly fee. The code cannot be exported in a form another developer can use. The analytics property belongs to someone else.
None of that is necessary. A marketing site is not complicated enough to justify holding a client hostage, and the technology to build one you fully control has been free for years.
So the arrangement here is the opposite. Your accounts are opened in your name at the start, not transferred at the end, because a transfer is a promise and an account in your name is a fact.

Yes, and before it is finished. The domain is registered to your account, the source code lives in your repository from the first commit, and hosting is billed to you. If the relationship ends, nothing switches off.
Not by default. Most marketing sites do not need a database or a plugin stack, and both are ongoing maintenance and security burden. We build static sites that serve instantly and have almost no attack surface. If your project genuinely needs a CMS, we will say so.
It depends on how much of the content already exists. The build is rarely the slow part. Gathering real photography, real service detail and real answers to customer questions is what sets the schedule.
Hosting for a static site is usually free or a few dollars a month, and it is billed to you directly rather than marked up. The ongoing cost is the work, not the infrastructure.
